May 2015 Civil Service Exam Results Region 12 Passers

The Civil Service Commission (CSC) on Friday, June 12, the May 2015 Civil Service Exam Results including Region 12 passers.

In Region 12, a total of 551 examinees  successfully passed the Civil Service Exam Professional Level while 65 other examinees passed the Civil Service -Sub-Professional Level Exam. The examination was held on May 3, 2015.

The Civil Service Exam is a general ability test designed to measure an individual’s preparedness to enter government service. Passing the Professional exam makes one eligible for permanent appointment to second level (technical) jobs while the sub-prof is appropriate for first level (clerical) positions in the government

Tacurong City to celebrate 64th Foundation Anniversary, opening of Talakudong Festival 2015 on Aug.3

Tacurong City is all set for the celebration of its 64th Foundation Anniversary or Tacurong Day on Monday, August 3. The celebration will also mark the opening of Talakudong Festival 2015.

Activities for Tacurong Day will start at 6 AM with the Color Ceremony, to be followed by a parade dubbed "Parada Sang Barangay" and a thanksgiving mass at the City Cultural and Sports Center.

tacurong's talakudong festivalThe Tacurong Day program will then follow at around 10 AM to be highlighted by a cultural presentation by Tribu Kudong, last year's Talakudong Festival Street Dancing and Showdown champion, the opening of Sulong Tacurong or the 6th City Business Week and the awarding ceremonies for Tacurong City's top taxpayers, Busog Lusog Talino (BLT) stakeholders, Agri-fair contest winners and Parada sang Barangay special awards.

In the afternoon, there will be an Inter-Barangay Singing Competition to be followed by the Headgear Parade, and the presentation of candidates for this year's Mutya ng Tacurong pageant.

The declaration of the opening of Talakudong Festival 2015 will be at around 6:30 PM.

Talakudong Festival is Tacurong City's biggest annual event. It will run until September 18, which is Tacurong's cityhood anniversary.

On August 3, 2015 during the 64th Foundation Anniversary of Tacurong (also called Tacurong Day), the city government officially launched Talakudong Festival 2015 and the schedule of activities was already made available.

Among the activities of Talakudong Festival 2015 which will run until September 18 includes sports and talent competitions, agri and trade fairs, job fairs, nightly entertainment, food bazaars, the search for Mutya ng Lungsod ng Tacurong pageant, the colorful street dancing competition showcasing the head covering used by the early settlers called by the locals as kudong and many other exciting activities.

This year, Gensan's Tuna Festival 2015 is happening from September 1-6. Be one of the thousands of tourists who are expected to troop to the "Tuna Capital of the Philippines" which is General Santos City and experience Tuna Festival.

In the recent Agricultural Engineer Board Exam, Patrick Jeanne Peneyra Gallo scored 80.66 to place 2nd among 340 out of 841 who passed the Agricultural Engineer Licensure Examination given by the Professional Regulation Commission (PRC) on August 25-26 in the cities of Manila, Baguio, Davao and Legazpi.

Mosqueda represented the Department of Education.

The search for Mutya ng Lungsod ng Tacurong was one of the highlights of the annual Talakudong Festival and the Charter Anniversary of Tacurong City.

The main thoroughfares of Tacurong City were filled with revelry and culture last Friday, September 18, 2015 as thousands of local and foreign tourists joined Tacurongnons in celebrating the city's 15th Charter Anniversary and the annual Talakudong Festival.

The six groups who joined the Lumbayag sa Dalanon and Kiay-kiay sa Talakudong, the street dancing parade and showdown, never failed to amaze spectators with their quality performances and colorful costumes and props highlighting the traditional head covering of the locals called "kudong" which is also the city's cultural emblem.

"I'm so happy to have witnessed again this year's Talakudong Festival. It has become more colorful and indeed, Tacurongnons are talented people.." said one of the tourists.

Tribu Kudong, consisting of students from VF Griño National High School and representing North Tacurong District wowed the crowd with their colorful attire and energetic performance. The group was declared champion of this year's Talakudong Festival  street dancing competition. They also bagged special awards including Best in Musicality, Best in Costume and Best in Field Demonstration. Watch video of their performance below.

Tribu Kadsayap of AS Bernardo National High School, Raja Muda National High School, and South Tacurong District was adjudged 1st Runner-up while last year's big winner - the Tribu Manubiaw of Tacurong Pilot Elementary School settled for 2nd Runner-up in this year's Talakudong Festival  street dancing contest.

2015 Family Enterprise Excellence Conference set in Cebu

Almost 80 percent of businesses in the Philippines are listed as family enterprises. However, a study conducted by The Heritage Institute, USA revealed that only 10 percent of family businesses went beyond the third generation.

It is with the aim of addressing the challenges confronting family businesses that the Premier Family Business Consulting Inc. (PFBC), the only family business consulting firm in Southeast Asia, organized the annual Family Enterprise Excellence Conference (FEEC).

The 2015 Family Enterprise Excellence Conference will be held at the Radisson Blu Hotel in Cebu City later this year on October 26. The one day event will be a gathering of family businesses, practitioners, and stakeholders for learning and sharing experiences and best practices as well as for connecting and networking.

“Strengthening Filipino family businesses is vital in the time of ASEAN integration. Given their dominant presence in the economy, helping family enterprises will surely help keep the country competitive regionally and globally,” said PBFC Founder Jonathan Ramos.

“Family business is everybody’s business,” added Ramos who said that the upcoming conference is not only about family enterprises but also all social institutions from schools, the church, civic organizations, and grassroots communities.

He said that the fate of Filipino family businesses has serious implications for the macro-economic fundamentals of the country, saying this is tied to local employment conditions, the supply and demand chain, and other aspects of the economy.

“Business longevity and succession, family dynamics management, and family wealth preservation are the central issues that typically affect family enterprises. These matters, if not managed well, can divide the family and result to expensive court battles and even business closure,” said Ramos.

The conference main speaker Dr. Dennis Jaffe is an international expert, organizational consultant, and clinical psychologist who is considered as one of the architects of family enterprise consulting as a field.

Apart from his business and research involvements, Jaffe has taught at Hult University in Dubai and is on the Advisory Board of the Chinese University of Hong Kong and Stetson University. He has also served on the Boards of the World Business Academy and Saybrook University.

The conference theme “United, we unite families in business” builds on the conference topics of previous FEECs. The first focused on financial and emotional wealth as family heritages that can be passed on while the second FEEC tackled the need for turning inheritance into legacy.

As a consulting firm, the PFBC is composed of a multidisciplinary team of professionals with complementing expertise that cover the different angles of family and business: accountants, lawyers, financial consultants, human resource experts, and family dynamics facilitators.

PFBC offers a Family Enterprise Planning service, a seminar-workshop for budding family businesses which will help cement family relationships and shared core ideas as well as plan for the future as the foundations of a sustainable family enterprise.

A total of 101 photos taken during the main highlight of this year's Talakudong Festival - the
Lumbayag sa Dalanon kag Kiay-kiay sa Talakudong or the street dancing competition and field demonstration has been submitted as entries for Igpat Sang Kamera 2015, the Talakudong Festival Photography Competition.

I am once again honored to have been invited to judge this year's contest  together with fellow photography enthusiasts and bloggers Dr. Remo Aguilar and Louie Pacardo. The judging of entries was held on Friday, October 2, 2015 at Tacurong City Hall. The following photos are the Top 3 winners of this year's Igpat Sang Kamera:

Organized by LGU-Tacurong, Igpat sang Kamera is now on its 5th year. It started in 2011 with the aim to capture and showcase the beauty of Tacurong City dubbed as the City of Goodwill and the colors and excitements during the "festival of hats"- the Talakudong Festival held every month of September. 

Igpat sang Kamera is now considered as one of the most anticipated and biggest photography competitions in the region. 

This year, it is also supported by the Department of Tourism- 12.

Boxing icon and Sarangani lone district Congressman Manny Pacquiao is running for senator in the 2016 elections.

“In the coming days, I will be embracing new levels of responsibility. I will be confronting tough challenges,” announced Manny Pacquiao before his constituents and allies during his State of the District Address held at the Sarangani Capitol Gym in Alabel on Monday, October 5, 2015.

Pacquiao also reported some of his achievements and accomplishments during his terms as congressman. 

Manny Pacquiao is the vice chairperson of the Committee on Aquaculture and Fisheries Resources and Committee on Overseas Workers Affairs. 

The two-term congressman of Sarangani has also sponsored a total of 26 house measures and co-authored 72 others.

With the theme, "Lutayan: Gearing up towards globalization", the Municipality of Lutayan in the Province of Sultan Kudarat kicked off on Thursday, October 8 the week-long Kanduli Festival, alongside the celebration of the town's 48th founding anniversary.

This year's celebration started with a civic parade, the opening program and Drum & Lyre Competition at the Municipal Hall Grounds and the first game of basketball championship at the Municipal Gymnasium.

Different sectors also participated in the tree growing festival on Friday, October 9 held from the town's welcome landmark to Lake Lutayan followed by the Farmer's Forum held at the Municipal Gymnasium.

Lake Lutayan is one of the identified tourism attrction in the Municipality of Lutayan. It has an area of 4790 hectares and is rich in aquaculture resources such as bangus, tilapia, big head carp and other wild fishes.
This Saturday, October 10, activities includes Zumba Fever 2015 which will start at 4 AM at the Municipal Hall Grounds; Fun Run dubbed as "Takbo Para sa Lawa" at 5 AM; Women's Day "Babae Sikat Ka.." featuring Ethno Mobern Dance Contest at 1 PM and the ABC Night featuring The Voice Teens and Adult contests.

On Sunday, October 11, there will be a bicycle race dubbed "Padyakan Sa Lutayan" (1 PM) with participants coming from all over Mindanao and the Game 3 of the Basketball Championship.

The highlights of this year's Kanduli Festival will be held on Monday, October 12. These are the street dancing competition (6 AM) to be participated by at least five (5) contingents coming from different elementary schools in Lutayan and the Kanduli Showcasing (1 PM) to be held at Lutayan Public Market Open Court.

There will be also a medical mission to be conducted at the Municipal Health Office and the LGU Night at the Municipal Gym.

Kanduli Festival is a culture and Islamic faith based activity that also mean “thanksgiving” for every good deed a Muslim brother has done for his brethren. The festival showcases the different events and activities highlighting the revival of the rich Maguindanaon culture. 

The celebration also recognizes the vital role of the different sectors existing in Lutayan such as the Religious Sectors of both Muslims and Christians, the Education Sector, the Senior Citizens, the Women’s Organization in this municipality because it is acknowledged that they are part or major contributor of making what is Lutayan now.

The peace-loving people of Lutayan, one of the 11 municipalities of the province of Sultan Kudarat has successfully celebrated their 15th Kanduli Festival on October 9-12, 2015.

Kanduli Festival is a celebration of culture, peace, unity and is a thanksgiving showcasing the rich culture and traditions of the people of Lutayan.

Kanduli is a Maguindanaoan term, which literally means "offering" which is conducted during the celebration to give thanks to Almighty God for the blessings he has extended, and to sustain these blessings and ask for more for the improvement of lives of every people in the community.
The contingent of Mamili Elementary School was declared winner of the street dancing competition.
Thousands of Lutayanons and visitors flocked the main streets of Lutayan as well as the Municipal Plaza on Monday, October 12 as four groups consisting of elementary pupils dressed in colorful traditional Maguindanaon attires participated in the street dancing competition.

Also highlight of the the annual celebration is the Kanduli Showcase wherein each of the 14 barangays of Lutayan has booths showcasing agricultural products, traditional foods and offering different Muslim delicacies.


This year, the theme for Kanduli Festival is "Lutayan: Gearing up towards globalization".

PhilHealth12 Project Reach Out Holds Stakeholders’ Forum

At least 205 hospital representatives from 104 accredited facilities region wide attended the Stakeholder’s Forum conducted lately by PhilHealth XII Project REACH OUT at the EMR Center, City of Koronadal.

Project Reach Out serves as link between PhilHealth and Health Care Providers designed to improve the delivery of services and bridge communication line in terms of implementing new policies on quality services and benefits for the members.

Said annual activity is also in line with Rule 1 Title V of the Revised Implementing Rules and Regulations of the National Health Insurance Act of 2013 which states that “The Corporation shall implement a Quality Assurance Program applicable to all health care providers for the delivery of health services nationwide… to ensure quality health services necessary to achieve the desired health outcomes and member satisfaction.”

First subject taken up was Circular 20 covering Suspension of Charge to Future Claims in order to give hospitals enough time to adopt the guidelines.

Other policies discussed were Circular 23 on pneumonia, Circular 24 on dialysis and Circular 25 on the revision of maternity care package for women about to give birth.

Benefits Administration Section Head, Dr. Henry F. Manzares stressed that“women without qualifying contributions who delivered and discharged on weekends or holidays are now given the chance to settle their contribution on the next working day in order to avail of the package.”

Members from different sectors are now entitled to the No Balance Billing Policy on Maternity Care Package once admitted in Lying-in Centers, Birthing Homes and Infirmaries on a ward type of accommodation; however, this does not apply to private hospitals for patients admitted in private rooms.

Members and their dependents may now also avail of the extended dialysis package up to 90 days as long as there are still remaining unused days due to dependents (if the patient is principal member) or to the principal member (if the patient is dependent).

Members without declared dependents can avail of the automatic 45 days extension; however, the extended number of days is exclusive only for hemodialysis procedures.

On Circular23, Manzares stressed that claims of moderate risk pneumonia with less than 4 days confinement will be denied.

Further, diagnostic tests indicated in the circular are required in order to provide proof that the case is indeed pneumonia moderate risk.

Dr. Antoniette M. Ladio, Head of the Accreditation and Quality Assurance Section on the other hand discussed the Standards for Accreditation of Dialysis Clinics Performing Peritoneal Dialysis since they are entitled to claim of said package per Circular 21, s-2015.

He also discussed Health Care Provider Performance Assessment System per Circular 31, s-2014. During open forum, panelists encouraged hospital owners to upgrade their facilities to accommodate more patients and provide better services to the members.

Sharon B. Ysmael from the Legal Support Unit talked about Administrative Offenses and Penalties for Health Care Institutions and Providers.

Her discussion includes examples of possible offenses by the members, PhilHealth employees and health care providers themselves.

“PhilHealth as implementer of the National Health Insurance Program is only true to its mandate of assuring members quality services they deserve,” Bona said.

While most of the issues raised during question and answer portion were challenging comments on the new requirements for pneumonia package because claims will be denied if said rules were not applied; most hospitals agreed that it should be followed because it has gone through studies by the policy makers from Philhealth Central Office.

“We may utilize the remaining hours discussing issues beyond our control but at the end of the day, Circular 23 will still be Circular 23. The best thing we can do for now is write a letter addressed to the Philippine Society of Pulmologists and other stakeholders for these associations to bring your concern to our policy makers,” Dr. Ladio said.

On the other hand, Gen. Santos Local Health Insurance (LHIO) Head, Nol S. Valila shared that there are members denied of their benefits because it appeared on record that they were already expired.

“I wanted to clarify this one in line with the legal impediment which might occur again for members who are lending their cards. The member was denied because we have found out that he lent his card to another who died during his admission. So as our partner, please help us explain possible consequences like this for members violating our rules,” Valila stressed.

In conclusion, Kidapawan LHIO head representing LHIOs said that PhilHealth XIIs frontline offices are always open for hospitals’ concerns and welcome further suggestions and recommendations for whatever beneficial matter it would cause to the members.

BAS head also reminded them to keep regularly updated of the policies for the smooth processing of benefit payments.
