PhilHealth XII Strenghtens Tie-Up with Employers through PEERS

To provide employers of the National health Insurance updates on their responsibilities and obligations of ensuring on-time compliance to premium remittance and reports submission, PhilHealth XII through the Field Operations Division (FOD) with the Local Health Insurance Offices (LHIOs) of Cotabato, Gensan, Isulan, Kidapawan and Koronadal conducted Employers’ Forum attended by PhilHealth Employer Engagement Representatives (PEERs) in five areas under its jurisdiction last September.

PEERs are Human Resource or Accounting Staff assigned and authorized by their respective employers to serve as an official point persons relative to PhilHealth transactions.

While PhilHealth has PhilHealth Account Information Management Specialists (P-AIMS) handling employer accounts to ensure the timely remittance of premium and submission of reports and takes charge of posting them in the database; employers have PhilHealth Employer Engagement Representative (PEER) responsible of deducting PhilHealth premiums, remitting PhilHealth contribution and submitting reports on time through electronic services provided by the Corporation.

PhilHealth has provided electronic windows for effective and efficient payment premium mechanism through accreditation of banks and non-banks institutions using e-pay facilities and has installed Electronic Premium Reporting System (EPRS) on-site and off-site for easy posting of monthly remittance reports.

It has also an Institutional Health Care Portal (IHCP) to all Accredited Health Care Providers where the hospitals and non-hospital facilities are given access to PhilHealth membership and contribution database.

This means that PhilHealth members can avail of their benefits even on weekends without securing their Member Data Record or proof of remittance from their employers provided PEERS have remitted their premium and submit report on time through the EPRS facility.

The fora also provided PEERS updates on the National Health Insurance Program’s new case rate packages including Z benefits for them to understand the rationale of premium increase effective January 2014 not just for the formal economy but across all sectors.

PEERs issues concerning PhilHealth processes such as membership, contribution and benefits were addressed by PRO XII panellists led by the Regional Vice President Dr. Miriam Grace Pamonag, the OIC of the Field Operations Division Lorelie G. Bonilla, Local Health Insurance Chiefs; Nol S. Valila of Gensan, Ivy E. Monderin of Kidapawan, Sharihana G. Sali of Cotabato, Lea A. Espejo of Isulan and Nonito B. Bayaras of Koronadal.

PHilHealth XII also recognized and commended top remitting and reporting employers and those who have observed the prescribed schedule in terms of premium remittance and submission of reports.

OIC-FOD Chief, Lorelie G. Bonilla stressed that the transformation of manual to automatic information systems of the Corporation is gearing towards an updated and reliable database for all its members regardless of their membership categories and its partners-stakeholders.

This is part of our commitment of delighting our customers in all our services whether through frontline or backroom process.

“We are partners in the implementation of the National Health Insurance Program. We are thankful for your continued support. May we have addressed all your concerns as we commit ourselves in fulfilling our vision that ‘Bawat Pilipinio, Miyembro, Bawat Miyembro Protektado, Kalusugan Natin Segurado’” RVP Pamonag, said.

She hopes that this activity will be sustained and will create better relationship with employers as PhilHealth’s partners in attaining Universal Health Care or Kalusugan Pangkalahatan.

Cotabato NGOs, province push passage of bill to protect children during disasters

More than 80 representatives from various non-government organizations (NGOs) in Cotabato province recently signed a Manifesto of Support urging Congress and Senate to immediately pass “Children’s Emergency Relief & Protection Act”, which calls for a comprehensive plan to protect children’s rights before, during and after a disaster.

In the manifesto signed at the policy forum organized by child rights organization Save the Children, the NGOs said that “the bill will establish a national policy to improve the care and protection of children affected by disasters, calamities and other emergencies”.

The resolution pointed that “the trauma and suffering experienced by children affected by disasters can be avoided or lessened in future disasters by Congress acting now to establish clear policies regarding the welfare of children in situations of disaster and translate the lessons of Typhoon Yolanda and other disasters into specific measures for child protection.”

In June 2015, a resolution of support for the bill was unanimously approved by the South Cotabato Sangguniang Panlalawigan (Provincial Council).

Once enacted into law, the bill would require DSWD and other national agencies to enhance services related to monitoring and protection of children vulnerable to and affected by disasters. These include improved family tracing for unaccompanied minors, separate data collection to identify children, child-focused emergency trainings and limiting use of schools as evacuation centers so that children could quickly resume their classes.

Save the Children, which has been pushing for the passage of the bill since 2014, welcomed expressions of support from Mindanao.

“Thousands of lives were lost in Mindanao in the wake of typhoons Pablo, Seniang and Yolanda. We know that children usually bear the brunt of the disaster’s impact. The support of the civil society and the local government shows how critical it is for Congress and Senate to pass the bill soon,” said Roy Bautista, Save the Children Advocacy Manager.

The children’s bill 5285 has been approved on Third Reading by the House of Representative and is now pending at the Philippine Senate. Legislators from Mindanao who authored the bill include Senator Teofisto “TG” Guingona and House Chair of the Children’s Welfare Committee, Aurora Cerilles.

The 5th Hinabyog Festival will officially open on Monday, November 9 but there are exciting activities scheduled beginning November 3. These includes the Agro Trade Fair (Nov.3), Mindanao GK Youth Conference (Nov. 3-5), Zumba (Nov. 3-13), Barangay Health Workers Congress (Nov. 6), Boxing (Nov.7) and the Search for Miss Gay 2015 pageant (Nov. 8). 

Also part of this year's Hinabyog Festival is the 3rd Mindanao Mountaineering Forum and 3rd LGU Esperanza Invitational Climb to be held on November 7-8 at Sitio Marawir in Brgy, Salumping, Esperanza.

Save the Children launches emergency response in worst-hit areas of Typhoon Lando

Save the Children has launched an emergency response as recent government reports reveal that around 280,000 people—or more than 150,000 children—have now been affected by the Typhoon Lando. Some of them are currently living in cramped evacuation centers, after they have been displaced by massive flooding in their respective communities.

With the typhoon’s slow movement towards the Northwest Coast of Luzon region in the Philippines, hundreds of thousands of affected Filipinos living in low-lying areas are at risk of heavy flooding due to the massive amount of rains.

Save the Children’s Country Director, Ned Olney, says, “The typhoon continues to put more children at risk, and we are now very concerned about their safety with severe flooding being reported. We expect that the worst affected families will face prolonged stay in evacuation centers, and this raises our concern considering such spaces are usually unsuitable vulnerable children to live in for an extended period of time, because of limited hygiene and sanitation facilities.”

Save the Children will mount a three to six months response, and will target around 8,000 households in the worst affected locations. The response will prioritize three to four sectors, including: emergency relief support (i.e. distribution of emergency shelter, household and hygiene kits), education, health and child protection.

The country team is now preparing an initial 1,000 relief kits for dispatch to some of the worst-affected areas in Aurora Province, where the typhoon made its first landfall. The children’s agency will be sending emergency supplies like tarpaulins to serve as emergency shelter; basic household kits containing kitchen utensils, mosquito nets and sleeping mats; water items, including water purification tablets, and household kits with soap, towels and toothbrush, for the most vulnerable families affected by the typhoon.

In support of this initial efforts, Save the Children has also launched an appeal to mount a response in different areas affected by Typhoon Lando.

Save the Children estimates that over 700,000 children in the Philippines have been affected by typhoon Lando as recent government data show upsurge in the number of affected people since the first landfall on Sunday. Classes in various cities and towns are still suspended, disrupting education of thousands of school-aged children.

Save the Children’s Country Director, Ned Olney, says, “We are extremely concerned with children and families who have lost everything, and without a roof over their heads. Although death toll stays low, let us not minimize the impact this storm has on people’s livelihoods.”

In Region 3, one of the worst-hit during typhoon Lando, many farmers were already struggling to grow their crops because of the drought months before the typhoon.

Olney added: “Our teams on the ground have seen nearly 100% damage to homes, schools and health centers in some of the worst hit areas. Access to roads is still difficult due to flooding and debris. Save the Children will continue our response and reach out to families who need our help the most.”

Save the Children is one of the first organizations to respond immediately after typhoon Lando hit. Our staff on the ground are distributing first batch of 2000 kits containing lifesaving relief supplies for families in some of the worst-affected communities in Casiguran, Aurora Province, where the typhoon first made landfall. Relief supplies include water purification tablets so that people have safe drinking water; tarpaulins to serve as emergency shelter; basic household kits containing kitchen utensils, mosquito nets and sleeping mats; and household kits with soap, towels and toothbrush. Save the Children also sent a team to Nueva Ecija province, where severe damage was also reported, is also conducting assessment to determine the needs of the children.

Save the Children will mount three to six months response that will target around 8,000 households in the worst affected locations. The priority areas for the emergency response are distribution of lifesaving relief supplies, education, health and child protection.

Save the Children has been implementing disaster risk reduction programs in Aurora, Bulacan and Pampanga to better prepare children and their families in times of disasters.

Save the Children has reached nearly 900,000 people in its comprehensive response. The children’s agency has vowed to continue its rehabilitation assistance to some of the worst-hit children and families.
Two years after supertyphoon Yolanda, Save the Children says ‘job is not yet over’ and vows to continue its rehabilitation assistance to some of the worst-affected children and families who are still reeling from heavy loss of property and livelihoods. The supertyphoon, which struck on November 8, 2013, affected more than 14 million people, including at least 5 million children, and left nearly 8,000 dead or missing.

Save the Children Director, Ned Olney, said: “Clearly, the job is not yet over. We knew from the start that this was going to be a long process of rehabilitation. The world has not seen this kind of damage from any typhoon in recent history. No media coverage can fully describe what happened that harrowing day.”

Olney added: “Although tremendous effort has been put in to help survivors, continued support is critical at this stage to ensure Yolanda won’t leave a devastating legacy for thousands of families and their children. Our worry is that families may no longer be able to send their children to school and provide for their families once the assistance stops. Improving livelihoods is essential for long term recovery”

Two years into the response, Save the Children has reached nearly 900,000 people, including half a million children in partnership with communities, civil society, donors and the government. The children’s agency has distributed families food and water; provided medicines and primary health services through our mobile health clinics; repaired classrooms, health facilities and water systems; and provided shelter and livelihood assistance to farmers, fishermen and out-of-school youth to help them provide for their families.

Felipe Malinao, 35, received assistance from Save the Children’s livelihood program in Kananga, Leyte after the typhoon damaged his crops and killed his livestock. Felipe used the livelihoods cash grant to buy a carabao and three goats which he can use for farming and selling. Felipe said: “I can use my carabao to plow and cultivate a bigger area to plant my crops. When the time is ripe, I can barter the male carabao I bought with a female so it could produce offspring that I could share to my children.” Felipe shares that he hopes to use his income to buy food and send his kids to school.

The children’s agency has provided skills training for out-of-school youth so that they could find job or start up their own business.

Geovelyn, 21, enrolled in Save the Children funded welding program in Tacloban after she quit school when her mother, 3 sisters and relatives died during Yolanda. Jovelyn said: “I had to quit school to be close to my family. I felt so guilty that I wasn’t able to do anything for them since I was in another town that time.” After finishing the progam, Geovelyn got a job as staff at the same training facility.

Moreover, Save the Children says that rehabilitation should not stop at building homes and restoring livelihoods. To ensure welfare of children in times of disaster, Save the Children is renewing the call for the Congress and Senate to immediately pass the “Children’s Emergency Relief and Protection Act” which calls for a comprehensive plan to protect children’s rights before, during and after a disaster.

Olney said: “Children are always the most vulnerable when disasters strike. If there is anything ‘Yolanda’ taught us all, it is that improving protection for children before during and after emergencies is essential to saving lives. Passing the child protection in emergencies bill ensures that we learn from our experience to mitigate the impact of future emergencies on children.”

Cotabato City to celebrate Shariff Kabunsuan Festival 2015, schedule of activities now available

Another highly anticipated event in the region every month of December is the Shariff Kabunsuan Festival of Cotabato City.

Usually held from December 15-19, this colorful festival celebrates the arrival of Shariff Kabunsuan, an Arab-Malay missionary who is believed to be the one who introduced Islam in Mindanao during the 16th century.

This year, among the activities lined up for Shariff Kabunsuan Festival includes cultural presentations, product showcase, trade forum, hijabi fashion show, cultural exchange, grand parade and the highlights - the Kuyog street dancing competition to be participated by different schools in Cotabato City, the fluvial parade of colorful decorated bancas or "guinakit" along the Rio Grande de Mindanao, and the "Pagana Maguindanao" a traditional way of dining among Maranaos and Maguindanaons in honor of special guests. Joperson Gregorio Pablo of Sultan Kudarat State University (SKSU) Tacurong City Campus scored 89.65 to place 9th among 9,671 out of 29,591 who passed the Criminologist Licensure Examination given by the Professional Regulation Commission (PRC) last October 2015.

10-hour brownout scheduled today in Sarangani, Gensan and parts of South Cotabato

All areas served by South Cotabato II Electric Cooperative (SOCOTECO-2) will experience up to 10 hours power interruption today, November 29, 2015.

According to a post by SOCOTECO-2 on its Facebook page last November 24, the power interruption will be from 5 AM to 3 PM and will affect the entire Province of Sarangani, parts of General Santos City and the towns of Polomolok and Tupi in South Cotabato.

The reason for the power outage is to facilitate stringing works on the newly installed 69 kV bypass line for 69 kV feeders of General Santos substation.

"This line activity is essential in maintaining power quality and reliability from NGCP to SOCOTECO II distribution system," SOCOTECO-2 added.

Meanwhile, here are the areas in General Santos City which will not be affected by the 10-hour brownout today.

Big thanks to everyone who supported the competition by sharing the word and submitting their entries that showcased the colors and fun of the recently concluded Kalimudan Festival and the various tourist attractions in the Province of Sultan Kudarat, and to the Department of Tourism-12 for the prizes.

Kidapawan City to hold Guinness World Record attempt for largest Cha-cha-cha dance

At least 10,000 Kidapaweños are expected to dance to the tune of Cha-cha-cha on February 2016 as LGU-Kidapawan is set to attempt to break the Guinness World Records for the largest Cha-cha-cha dance. This was announced on December 9, 2015 by Kidapawan City Tourism on their Facebook account.

On February 2016, Kidapawan City will attempt to break the  Guinness World Record for largest Cha-cha-cha dance
This is another event to look forward in Kidapawan City next year.

As of writing, the largest cha cha cha dance according to Guinness involved 3,379 participants and was achieved by Edgefield Primary School in Punggol, Singapore, on 17 July 2011. The 3,379 participants were Edgefield Primary School pupils, staff and parents and members of neighbouring schools and companies.

Kalamansig celebrates 54th Foundation Anniversary

With the theme "Hold to a boundless vision in achieving greater developments", the Municipality of Kalamansig in the Province of Sultan Kudarat is all set to celebrate its 54th Foundation Anniversary.

The celebration which is slated on December 26-29, 2015 will have different activities that will showcase the talents and rich culture of the people of Kalamansig. Among the activities are the civic and military parade, the Search for Ginoo at Binibini ng Kalamansig, drum and glockenspiel presentations, concert with invited celebrity guests and cultural presentations. There will be also sport events, fun run, banca race, fireworks display and many more.

Kalamansig is a first class municipality in the province of Sultan Kudarat. The town is subdivided into 15 barangays and has a population of 46,408 people according to the 2010 census. The main means of livelihood of the people in Kalamansig is farming and fishing.

It will be also a thanksgiving celebration for the beauty and bounty of nature in Kalamansig. The town is known for its white sand beaches, abundant coastal and marine resources and other unspoiled natural attractions.

        Kalamansig is blessed with a rich environment and outstanding sights. The town has abundant coastal and marine resources and is known for its beaches, beautiful sunsets -- and most of all the friendliness of the locals. People of Kalamansig are always happy to welcome visitors and friends.

        Take a morning walk at the town plaza

        Enjoy a wonderful morning walk around the municipal plaza where flowers  bloom all year round , listen to the birds singing and feel the fresh air. This is priceless!
        Spend a night at Poral Beach

        Spend a night at Poral, a long stretch of beach resorts located in Brgy. Sta.Maria. Enjoy swimming, and in the morning, take a cup of coffee while walking on the beach barefooted. That's romantic!

        Balut Island is located in Brgy. Paril and is the largest of the six islets in Kalamansig. The island is known for its powdery white sand and is one of the sites recommended for snorkeling or scuba diving. It can be reached through boat ride from Kalamansig Port (30 minutes) or by land (1 hour).

        Held every 4th week of December, the town's founding anniversary and Salgaan Festival is a good opportunity to learn about the history of Kalamansig and experience the culture of the people.
        HOW TO GO TO KALAMANSIG

        There are vans that travels daily to Kalamansig from the City of Cotabato and Tacurong City. Fare is at P350 per person. 

        Travel time is 3-4 hours.
